The department for CISEP are to develop, adapt, disseminate and implement strategic actions to ensure transition of workers and enterprises from informality to formality for decent work, in collaboration with relevant ZCTU departments, informal sector organisations, local, regional and global co-operating partners, employers organisations and Government. 

CISEP develops strategies to include informal economy workers in social dialogue and collaborate with employers’ organisations and government to develop policy advocacy agendas to foster the transition of informal businesses from informality to formality and to offer employment relationships which promote Decent Work. There are seven strategic pillars to support the transition to formality. Each pillar should be adapted to the root causes and specificities of informality as they manifest themselves in the country.

The Seven (7) Pillars that govern the department:-

The Zambia Congress of Trade Unions, (ZCTU) in Article 3(b)(i) of the constitution, embraces membership of the informal sector associations to affiliate to the most represented workers organisation.  The Alliance for Zambia Informal Economy Associations (AZIEA) and the Association for Vendors and Marketeers (AVEMA) are affiliated to the Congress as Associate members.
